In February 2008 WebUsability, an usability consulting firm, performed a study on the website of the government of the state of Nuevo Leon, running a series of tests with citizens.
The evaluation followed thinking aloud methodology. It used automatic tools for selecting citizen profiles and obtaining quantitative data on their perception of the website.
This evaluation formed part of the work plan and objectives for the 2008 cycle of the Observatorio ciudadano, the citizen watch group in charge of monitoring and ensuring the quality of the state government website.
This was the first ever citizen user testing of the usability of a Mexican state government website.
